Marle ended up turning out to be a cool design and so I probably will do a (League of Legends) champion concept kit below in the description. Anyways, I think she turned out decently well.

Basic attack range: 575 units / 200 units
Movement: 335 units per second
Attack speed: 0.677 +4% per level
Bladed Wings (Passive): Range: 200 units; Ranks: at levels 1/4/7/10/13/16
When Marle is within melee range she slices up her target with her bladed wings to deal 125%(+1.25% per 1% critical strike chance) physical damage, but these attacks cannot critically strike. If Marle is in flight and attacks a target within melee range then she will drop down causing the attack to deal double damage (3 seconds cooldown).
When Marle moves in the same direction for 5/4.25/3.5/2.5/1.5/1 seconds she will jump into the air to take flight to glide slowly to the ground over 3 seconds, while in flight Marle can go over terrain and units, enemy movement disabling effects will take Marle out of flight.
Marle moves 15%(+7% per 100AP) faster in flight.
Whirlwind / Dive Bomb (Q): Cooldown: 3 seconds; Cost: 25 Mana; Range: 900 / 250 units; Explosion Radius: 350 units
Cast during Ground: Marle let's out a powerful wind in the target direction dealing 40/60/80/100/120(+50%AP) magic damage and stopping struck enemies.
Cast during Flight: Marle dives to the target location, places a wind bomb that explodes after 1.5 seconds for 60/90/120/150/180(+65%AP) magic damage, and then pulls back up into flight refreshing her flight duration.
Somersault / Cyclone (W): Cooldown: 6 seconds; Cost: 75 Mana; Range: 600 units
Cast during Ground: Marle does a somersault to the target enemy slowing it down by 90% for 0.4/0.6/0.8/1/1.2 seconds, dealing 40/50/60/70/80(+125%AD) physical damage, and being within 200 range of the target afterwards.
Cast during Flight: Marle creates a powerful downward wind at her location briefly stunning enemies for 0.55/0.6/0.65/0.7/0.75 second and dealing 50/75/100/125/150(+85%AP) magic damage.
Cyclone can be cast during Dive Bomb.
Wind Shield (E): Cooldown: 18/15/12/9/6 seconds; Cost: 70/80/90/100/110 Mana
Marle creates a vortex of swirling wind around her, refreshing or placing her into flight and shielding her by 130/145/160/175/190(+120%AP)(+90%bonus AD) that decays over 3 seconds.
Unnatural Wind / Grand Slam (R): Cooldown: 130/110/90 seconds; Cost: 100 Mana; Range: 600 units
Cast during Ground: Marle deals 150/225/300(+100%AP) magic damage, knocks back enemies around her for 600 units, and takes flight.
Cast during Flight: Marle slams the ground to deal 100/125/150(+100%AP)(+200%bonus AD) physical damage and stun struck enemies for 1.25/1.5/1.75 seconds.
