After the events of the TOS episode 'The Omega Glory', the USS EXETER was crewless and abandoned in orbit around planet Omega IV. Starfleet Command ordered the ship to be decontaminated and recovered. In 60 days Federation scientists developed a decontamination process for the ship and the EXETER was recovered. She was towed back to the UTOPIA PLANITIA FLEET YARDS for repairs and refitting.

Starfleet Personnel Bureau began reassigning people to crew the EXETER, starting with the captain. Captain Keith Lynch, a 19 year Starfleet veteran and commander of the USS ONTARIO was chosen to take over the EXETER. Captain Lynch brought several officers who were currently serving with him on the ONTARIO over to the EXETER with him. Commander Solen, an Andorian, as first officer and Lt.Commander T'Var, a Vulcan, as second officer/science officer. Commander Solen is a 17 year veteran of Starfleet and Lt.Commander T'Var is a 12 year veteran of Starfleet. All three officers are experienced and decorated individuals, veterans of the 2256/57 Klingon War.

Captain Lynch and these officers are close, and work extremely well together. They are more than just colleagues, they are great friends and together they make a formidable team...
