Part definition of Buccaneer-
The status of buccaneers as pirates or privateers was ambiguous. As a rule, the buccaneers called themselves privateers, and many sailed under the protection of a letter of marque granted by British, French or Dutch authorities.(Me - This was mainly so the buccaneers would mess with Spain's territories.)
To make things interesting - Zephyr and her crew are like that except they get their 'Protection' from the Orcs/Goblins. In other words - The Orcs/Goblin Kingdoms pay better than the Elf Empire.

Not from the Orcs. The Orcs of Pangia are like the LOTR Orcs. There is no love between them and the Elves and Fae. Their letters come from the Bermurees government on the main isle.
