Those aren't tattoos. The entire SandWing dragon species has a "desert animals" motif in their biology. Nearly all of them have scorpion tails, and Blister in particular has snake patterns. And MorrowSeer has stars in his wings because NightWings have a "space" motif in their biology.

MorrowSeer is clearly a racist dragon-shaped **** who doesn't care if he traumatizes and cripples five innocent children for life, just so he would fix his own tribe's stupid mistake of moving onto a volcanic island because they're afraid of superpowers. I doubt that he is still capable of trust.
