At last, I've finished! Hex Man gave me lots of trouble, I couldn't quite get his arms the way I wanted for a while. I'm happy with where they are now though. The only thing I still feel iffy about as well is the robe. Never worked with flowing, elegant robes before! Something I Should practice.

"Hex Man is a robot of mysterious origins. Dr. Wily found him hidden within an abandoned tower in the middle of a swamp. Refitting him with a sleeker look and a stylish hat, he ordered Hex Man to use his illusionary powers to spread chaos and mayhem throughout the country, so as to attract Megaman's attention. He waits for the Blue Bomber atop the abandoned tower he was found in...
Not even Wily is sure on exactly how Hex Man works. He can manipulate the world around him to confuse his foes, as well as manipulate the space around himself, giving him the ability to float. He is also capable of firing projectiles of pure energy. Some would call them 'missiles made of magic'. Hex Man is also able to charge up said energy to perform a powerful 'Robot Master Spark' attack, as he himself calls it."

A mysterious, ancient tower hidden deep within a swamp. It holds many traps left there by the previous builders as well as robots sent by Wily.
