She did stop that Death Stalker from killing Ruby, accurately launched her at the Nevermore, defeated that suit of armor in the White Trailer, and got into beacon which only excepts people that have high levels of skill, so I'd say she is competent.

Ruby got accepted TWO YEARS EARLY.  What does that make her?
Besides, Weiss went on about how she's better than someone who got accepted TWO YEARS EARLY, used fire dust in the middle of the forest, confused her right and left foot,
