On 16 April 1961, a US backed invasion force of Cuban Exiles landed at the Bay of Pigs. Their goal was to overthrow the Communist government of Fidel Castro. In our timeline, the operation only had half the forces the CIA originally deemed necessary and went down in history as a historic failure.In this timeline, things played out differently. As the invasion stalled, President John F Kennedy had to choose between withdrawing support, thus maintaining plausible deniability, or openly supporting the invasion. Kennedy chose the latter, providing further air cover and naval support. Backed by the overwhelming might of the US military, the invasion succeeded and the Castro government fled the country. From a Soviet exile, Raúl Castro said that Kennedy had “suffocated the island in a sea of blood”.
The new US backed government was unstable and the risk of a Soviet backed counter revolution was high. The Americans were determined not to lose their preeminent position in the Caribbean and sought a solution that would tie Cuba to the US permanently. In 1971, ten years after the invasion, Cuba became a full state of the union.
As the exiled Castro government was still using the old Cuban flag, a new state flag was designed for Cuba. The light blue field of the flag and the white cross are both taken from the coat of arms of Brigade 2506 , the CIA-sponsored group of Cuban exiles who carried out the Bay of Pigs invasion. The revised Stars and Stripes can be seen in the canton.

The quote from Raúl Castro is a shortened version of his real life quote “"Kennedy vacillated. If at that moment he had decided to invade us, he could have suffocated the island in a sea of blood, but he could have destroyed the revolution. Lucky for us, he vacillated."
The real flag of Cuba is based on the banner of General Narciso López . He was a Venezuelan living in the USA, who was anxious to liberate Cuba from the Spanish and claim it for his adopted country. He may have intended for the single star on the Cuban flag to become one of the stars in the Stars and Stripes, although I have been unable to verify this story.

I've always wondered about flags in cantons, do thy change when the actual flag does, or are they frozen in place at the time they are cantoned? I can see good arguments for both sides.
