If I am not mistaken, it is Japanese term that refers to OOC Sasuke but it is generally a term used to refer Sasuke on Road to Ninja Universe.

Personally, I thought it meant that RTN Sasuke had more personality than Emo-Douche-suke. Yes, I'm not a fan of Sasuke, but that doesn't mean I'll hate him.
