Looks like it. Sad really.
A flanger is a special snowplow that removes a small amount of snow from just inside the rails. It prevents a buildup of compacted snow that might otherwise ice up and build up to the point of causing a derailment. An operator rides in the cabin and controls the flanger's blade depth so it doesn't catch things like grade crossings, guard rails, etc.
