Hmm...Mr. Element looks like Bubble Man, Captain Boomerang like Quick Man, Heat Wave like Heat Man, and Reverse-Flash like Flash Man. And of course the Flash is supposed to be like Mega Man. Who're the rest?

I recognize Professor Zoom, Mirror Master, Shade, Captain Cold, Captain Boomerang, Dr. Alchemy, and the torch guy (who' name escapes me), but who is the one with the rainbow vest? Great idea though especially with all the guys in Flash's Rouge's Gallery.
