How exactly do you get that water flowing effect?
Just long exposure time?Β I tried to do that but everything got waaaaaaaaaaaaay too bright.Β

If you get it waaaay to bright, you use too long exposure so the camera catches too much light. Then the photo get overexposed.
Also you must use a ND filter orΒ polarizer filter to reduce the light, and a tripod, then you will see that it is pretty easy
And you don`t have to use very long exposure. Specially on smaller streams like this one they look better with not too long, only 0,4 sec on this particular shot.

And what kind of ND filter or polarized filter do I need?
I have the Sony Nex 3 camera. btw, what does ND stand for? xD
I did try out with a shorter exposure but that hardly gave any of flowing effect that your photo has.Β

You will need to check on your lense, there you will find some numbers that tell how many milimeters it is.
Then buy a filter that matches that number. You should buy several if you can, but at least ND4.
I have from ND4 to ND 10, and 10 almost blocks all light so i can use long expo even in bright sunlight.
ND stands for neutral density.

The uv filter seems good too, I was thinking of getting one.
My winter landscape photo's seems sometimes a bit... hazy?Β
Not enough dept in a snow photo then I can see which sadly takes away the moment, I think the uv filter or a ND2 can help with that.
Do you think I can put both lenses on top of each other to do so?

Not a brand i have heard about, but probably more than enough as a starter kit. Then you can advance later.
You should be able to put severeal filters on top of each other.
If you use Lightroom in the post processing, you can get rid of the haziness on several ways.
Either more contrast and some clarity, or use the dehaze slider.
