This is really great. 
I was wondering, though... how exactly might one go about making paper like this?

This was done in various layers - can't honestly remember fully now.
There's an actual sheet of paper scanned for the weave pattern, the stains at the edges were collected from a couple of old paper scans - the best bits stuck in suitable locations.
The scratches were from another texture overlaid.
The colour I think was from a couple of layers of the final image colour burned one on top of the other and then masked out around the centre to make the colour thinner.
Something like that.
