History: Ian Fowler worked as a special operative for many years, partaking in multiple drug busts, raids and arrests all over the UK. He climbed the ranks of the military unit, eventually ending up in one of the UK's deadliest forces. For every operation he was in, he lost a piece of humanity within him which was seemingly replaced with a massive amount of lethality and skills. He was greatly loyal to his commanding officers and would only seem to pull the trigger on targets when ordered to which he'd do it with little to no hesitation. After almost two decades, he left the military to pursue a normal life but was financially screwed over during the 1990s financial recession which rendered him unemployed for many years. He resorted to mugging and stealing from gangsters and other known criminals to get by whilst he waited for the crisis to blow over. After sqautting in many different areas around the midlands he finally managed to buy a small bungalow in Aeredale, England in 1995. Seven years later he met the old war veteren known as Darren Mason who sympathized with Ian in terms of his desperation of survival during the financial crisis in the early 90s. Seeing as they both had military expertise, they both came up with the idea of setting up an illegal firearms trade around the UK and possibly the world. It was on that day Scarwater was born and its influence began to grow substantially. Memberships began to rise and embassies slowly surfaced in Russia, Tanzania, Somalia, Japan and the USA. Ian Fowler soon set up a homeless shelter in 2004, his reason being that no other soul should suffer the way he did many years ago.

Personality & Behavior:

-He is a very loyal member of Scarwater. He would almost never turn down an order given by higher powers, especially if it's an order to kill.
-He doesn't have a sense of humor. He's not really one to laugh often due to his overwhelming seriousness.
-He would often rant about any minuscule topic. This unintentionally creates a few funny moments only he doesn't seem to understand why people laugh at him throughout.
-He is quite hostile to strangers out of concern that they are a liability to the organisation's safety.
