Make a good BG? Well, It's pretty simple on what I use (paint tool SAI.) all you have to do is draw a frame on one layer, lay down a base BG colour on the bottom layer of the background, play around with designs in between the two layers, then use the filters if you want to change the colours. And if you want to kind of separate the character from the background, add another layer, put a black contour line around them, and set the transparency level you wish. You and also blur the contour line for a more natural look. It will kind of look like this when you're finished: [link]
