in a nutshell, this form is one of the scrapped design for Megaman Star Force 2, the other one being a pirate. i can't comment much why they scrapped it since i own the Japanese artbook, not the translated one (thus i can't read except the name orz). BUT STILL, WE WANT OUR WAVE ANGEL CAPCOM >8U not Sky Wave Mr. Hertz ok

the metal textures you mean? i-i can't explain much on how, but i keep reminding myself metals have this very sharp distinctive shine and shade, and i went from there 8D hope that helps a bit orz
