And since he asked for a descirbtion of what Saitos abilities are, here's a little bit lore:

Once Zero has been awakened by Ciel and started posing a serious threat to Neo Arcadia, they decided to build Saito by using Zero's DNA, to counter him in both strength and agility. Even though Saito weilds a gigantic battle axe, he is still rather agile with it, using the momentum of his swings to chain his hits to deadly combos. In cramped areas where his axe would become a hindrance, he uses a standard saber.
Due to an error in programming Saito, he became too self aware, questioning Neo Arcadias motives and refusing to acknowledge his original purpose.
He prefers not to fight, but if cornered, he may pose a serious threat, that can easily retire skilled reploids.
