NO. He is the mom's maid who has gained a one sided attraction to her. Madoka's mom is single and concieved Madoka artifically, BECAUSE SHE CAN HANDLE BEING A SINGLE MOM. Madoka's little brother is actually the result of a one night stand between the two, but her mom will never acknowledge that its his.
