the bokeh is the out-of-focus areas of a photograph, in most cases, it's the background. in this instance, the whole photo is a big bokeh.

so for this photo did you just do some photoshopping (or whatever) or did the picture actually just come out as one big blur?

Nope, no photoshopping. Well i did make the colours a bit more pronounced, but nothing at all other than that.
So yes, it was just one big blur.
