you can either
1.) Copy and paste it into MS paint and draw on it there
or 2.) Print it out and draw directly on it.
or 3.) Use photoshop or GIMP or something similar to draw on it.
I'm sure there are other ways but, that's all I can think of right now.

Since I haven't the resources to draw on computer, I will answer to the questions with words only:
1. My name is Tomaolykos, and I am from District 4 (I love the sea).
2. Finnick Odair.
3. Marvel (he killed Rue on the 74th Hunger Games!)
4. My strategy would be putting woven nets everywhere and, during the Cornucopia bloodbath, kill as much of the lesser Districts as I can with my trident. Also, I would join the other Career Tributes (since, being from District 4, I would be one of them).
5; He is awesome, but a very tragic character.
6. Team Peeta. Fuck Gale.
7: I would draw Effie having a verbal fight with Haymich (LOL).
8. I would draw that scene where they threat to double suicide.

Just answer the questions on separate pieces of paper, scan them, and then copy and paste them to the drawing. It isn't hard, and you can use photoshop or paint.

Colour? I'm definitely no expert but maybe I can help. Are you printing this and drawing on it then scanning it? Or are you doing it digitally? I suppose there isn;t much of a difference really. As long as you've drawn something. Colouring is simply a matter of creating a new layer (if that's how you roll) and chucking some colour onto it. What program/s do you have that you can draw on?
