I was thinking, because of the crazy alien invasions and all in Pete's World, Torchwood would probably go public, just to reassure people that they were there protecting them.That being the case, they'd need promotional things; posters, pamphelets, etc. And what better spokeswoman that the lovely, talented, and alien-knowledgeable Rose Tyler?
This was envisioned as a sort of promotional poster for Torchwood.
