in my head cannon, I feel like bringing back the Thermal Godzilla Powers with this evolved from would have been smarter. for one given the original thermo form was more oozing radiation, this could be the form to control those powers better, while maybe not being as powerful as the full thermo, He has better control over it and not just spilling it everywhere. plus Given Shimo is a Blue titan of Ice, i feel it would have fit the theme of Fire Vs Ice more
