If I recall, he said he had a hard time designing a female Super Saiyan, but there was also the fact that GT wasn't really his in the first place. It was the people running GT who didn't give her SSJ, as far as I know.

I believe how this process went....When Gohan the half saiyan got married to Videl the human I believe when they have a child it minus 25%.50%-25%=25% that's how Pan became a quarter saiyan .Its like a full blooded saiyan (100%)gets married to a human (minuses 25%)that's how come when they have a child its a half saiyan. I would totally be a fan of Pan if she made it this far!And I think only full blooded saiyans can only make it this far....If they train themselves for years good enough like Goku.
