i made this before the game came out

I just got Fallout 4 and I already want this perk. :<
BUT. Perhaps if the no sprinting part is removed... this perk + power armor + that one perk that lets you damage people by sprinting into them while wearing power armor = The mother of all pain trains has left the station. Next stop: um..... insert clever city name here. XD

Same here about the perk system, but still, if such a perk were possible, then the need for melee weapons would be obsolete. All one would need is a running start.

except fat or muscle cant actually stop a bullet so either way your still gonna be shot up pretty bad

It depends on tissue density and with all that radiation and weird semi evolution going around i would not b suprised

yeah true your skin could thicken up but unless you grow armour like a mirelurk a bullet is still gonna leave a big mark . I can see it working as a melee thing though as it would probably take more hits to hack through the fat ( though you would still bleed out ) to get to your more vital parts . It also might stop low caliber rounds or a shotgun blast from a good distance but again radiation could make you a bit tougher over time but that would mean that in 4 your character would be FAR weaker as they spent all the time in a vault thus leaving no room for any form of evolution and they would be set to pre war evo where a bullet would still hurt like all hell .
So yeah it COULD work and i know this is just overthinking it but if they gave that excuse then they would need to explain how the vault 111 survivor manages to be so much tougher then everyone else
