I did a sketch today of one of my crew members, ...and I kinda liked it enough to go on with it! It was the smile, defiantly that smile. XP I was playing with the background a LOT in photoshop, I was going to do a background like... illustration style like the last big one I did but going off in distraction and experimentation led me to this.Hope the color in the background complements the foreground. His wings ARE there, if you look he's flapping them at a considerable speed. He does resemble a dragon fly so that it will do -- sadly I couldn't get a nice white stroke around a blurred object.
And the crossed arms were a challenge on their own, let me know how I did on em'. Original image size, that would only be about 12% o.O; I can print juicy sizes. XD FYI.. this guys going on my wall. (will post a pic link when it's up)

I have one Flygon from my pearl, now on plat. I can't catch Flygon on Plat I discovered o.o;
I find the hard parts are the eyes, and how his legs size up to his body w/o looking like he has an obesity issue. XD

I get just about all my Pokemon by breeding the ones I migrate from my other games X3 Or just keeping the migrated ones.
The hardest part for me was always the arms. I can't do those tiny arms just right.

The background does compliment the character
Um, his right foot looks like it's . . . broken. O_o Are they supposed to bend that way?
I would suggest changing the wings to include some white blurs. Or put more green blur on them.
I think the crossed arms look good. I personally would have arranged them the other way, with the left one on top. but that's just personal preference.

I think if he weren't shiny, you wouldn't have gotten away with the background, but it does add to the sorta... whole innocence and warmth of the character I guess. As well as colourwise.

I would of did a redish background to go with his red eye piece if he wasn't shiny, just to keep a similar color scheme.
