I overlay it just how it says, there are layer effects ok photoshop, paint tool sai and (not sure) gimp i guess, where you can choose what effect you want; choose overlay

The yellow got me, I wouldnt know the results, its very nice when added I can see.

do you always use a yellow overlay no matter what color the eyes or background is?

usually i use yellow, if it doesnt fit i just take another light color
