I wonder if her arms were manacled so the chain exited on the palm side of her wrists. From there, the chains were pulled up carefully, so her palms were pointed at the wall the entire time.
Pull up far enough, and she has to bend over to keep her shoulders from going out of joint, causing her to show off cleavage. From there, the jailors can play. After all, with her arms pulled up like that, her breasts are barely held in the corset, and if she wiggles too much they will pop out.
