The one and only Queen of Chaos... Hexidecimal. Kefka wanted power. He was power mad... it was everything to him. Hexidecimal is the most powerful character on Reboot. She didn't want more power because she didn't need more power and so her attention was turned to bringing about chaos to the World around her as a form of amusement.

Kefka the same as Hexidecimal... not even close.

But I must say if her colors resembled his then i would agree as far as looks go.

Oh wait, I forgot a little Detail: Dissidia Kefka is a Gender-Swapped Hexadecimal (somebody so powerful that is left alone and just want to bring chaos because of jealusy to others, and he loves somebody (Terra/Tina) and considers her a sistah).
