Mikami... Is pretty much Mikami. He's just crazily obsessed with Light, and I bet he has a Light-Complex, just like Misa. Basically, I say he's the male MisaMisa! *shot*
Yeah, basically, one of Light's "brilliant" plans was sending one of the Death Notes off to a worthy follower to continue being Kira to try and get suspisions off of himself, so he chooses to send the Death Note to TERU MIKAMI, some random man he saw on an "I Heart Kira" TV show.
