Do you think that copper wire would work and probably just normal glue or something rather than mod podge?

Any kind of wire would work, and elmers could also work. I've also used gesso and it works quite well. Don't be afraid to get creative

I was wondering what kind of yarn you used. i did my horns this way but they're a little squishy, I'm not sure if i messed up or something.

I use a variety of different kinds. I ususally just use the cheapest I can find. Red heart for example.  The horns can be squishy before applying modpodge/gesso and paint if you don't use enough

8 Fl oz bottle of Mod Podge: $5, Yarn: $3 or so for cheap kind, I just used what I had, artistic wire depends on quality but I got mine for around $5 but it's available for less and more. Arcylic paint shouldn't cost too much. 3 tiny bottles(orange yellow red) should be around $6?
My headband was around $3 and the snaps are $2.
So $22 dollars, but there should be plenty of leftover mod podge, paint, wire, yarn, and snaps to make more than one pair of horns.

Ok thanks, I got all the stuff to make them, but... I'm having trouble wrapping the newspaper around the horns. Am I doing something wrong? ((Note: I'm trying to make Eridan horns))

I used relatively think strips of newspaper and it helps if you also use hot glue at this point to keep the paper in place while you wrap them
