Just saying this up front, this is my first time, and I don't exactly know what it means by vision, so I'm giving you a four there.
Your shading and texturing is near flawless. Her hair could be done a little better, but not by much. Her eyes look like there's a chance she might have cataracts, but only if you look really closely... or if you're me I guess. The leaves are done amazingly, not much improvement possibilities I can think of there. The shading of in inside of her hair could have been a little darker, same goes for the depths of her ear. The butterflies are done quite nicely, just like everything else. So for Technique I', giving you a 4.5. You're amazing, but you still have a little room for improvement.
Now, on originality and impact, it's not exactly the most original idea to draw Fluttershy in a stump, but just HOW you did it, with your technique, gives this massive impact. So I'm giving you a three on originality, not the most original idea, but at least it's not something that's overdone. And with Impact, I'm giving you a 4.5, amazing, but still room for improvement.

The colors of this piece are so vibrant! Everything from the tree stump, to her hair, to the color of the leaves, to the irises of her eyes have this vibrant hue. It's really fantastic.
Also, I love how you have the perfect shading effect, particularly with shadows. When going from light to dark, or dark to light, they fade from each color wonderfully.
Lastly, I love how you captured the essence of Fluttershy as well. You drew more than just a pony hiding, you got the greatest expression of coyness and shyness into a neat little package.
I would really love to see a drawing on Celestia in a similar fashion. I have a feeling it would be amazing as well!
