At his anger tipping point. Rouge pulls out her trump card. And reminds him of the promise he made to... her. And if you look closely at the last part. You'll see my in universe explanation for why Shadow is the way he is in IDW.God I miss Archie Shadow. That dude. Is the pinacol of a IN CHARACTER Shadow.
