I figured that he and the other "Pocket Warships" (shortened Class 43s) were built as part of a government program, essentially as modern armored train engines for the engineering corps, but the project fell through when the army realized that they could just modify tanks to do the same thing, without the expensive infrastructure needed with trains.
Thus, Diesel 10 and his brothers and sisters were sold of, some being bought British Rail.
Diesel 10, in particular, was used to hunt down and scrap hiding and escaping steam engines - this was in the early years of Modernization, late '50s early '60s time, before the preservation movement took off.
Needless to say, being used as butcher for hire, and scrapping steam, and eventually older diesel and electric engines, had took it's toll on D10's mental health - even with a military training and mindset, and being fed bullshit propaganda about escaping steam engines being "traitors to their country" 24/7, it would only be a matter of time before he cracked.
That may have been the reason why Sir Topham decided to keep him - he probably realized that his old work was doing a number on his brains, not to mention that being severely non-standard, even without his claw, he was guaranteed to be on the scrapping list.

My headcanon is that there was only one engine who wasn't afraid of his claw, an engine who has since passed on, and Diesel Ten is keeping those memories alive by treating his claw like it's alive.
