The .SVG is in the description so feel free to dissect it.
The highlighted regions are just shapes with a blur that are between the fill and stroke layers. I also added a gradient to the body strokes and matched them up with the highlighted parts. The hair was done the same way with the highlighting shape between the fill and stroke but bellow the colored stripes. The purple and pink stripes have an independent gradient that matches up with the highlighting.
