So why do the civilians have tanks? Seems unnecessary for them to have those, when there's a working military and law enforcement in Terrahypt and the place isn't in a total chaos. (like C&C world is for example)

Not really, they are there to protect the main land from the exiled people, trying to get in. And also to protect Agra Tyrda (the subterranean network) from any intruder.
