Three different figures are shown here. This is more just to showcase that H-Harness than anything else, it was a real pain to make, it took me about a half hour to get it just right drawing it from my own harness. Maybe I'll release a tool for it if anyone asks for one. Whats their role or goal I feel their look is reminiscent to Warsaw Pact NBC suits.

Their goal and their purpose is pretty ambiguous. The patrol an area within the Tatra mountains that encompasses a couple farms and at least one town. They keep the people inside isolated, not allowing them to leave, and not allowing anyone to enter. Though they don't really enforce any laws, they do force everyone to adhere to a strict curfew.
As for the suits themselves, you're correct. They were heavily influenced by East German and Soviet NBC gear, right down to the kind of faded, grayish olive drab I used for the colour.
