Before Alexei, I went to the Union HQ, where someone wanted to talk to Raven. After that, I went to one of the ports (forgot which one's which) and talked to Kaufman (sp?). I'm not sure if you can trigger it after Zaude, but I don't see why it would stop you. Anyway, after Zaude, I went to the Imperial city... Zephias?... I forget the city names, but you find LeBlanc sitting on a bench. Talk to him, Raven will talk him through his little depression, and then you get a shiny new costume title.
