My Palkia also knows Surf! I really luuuuve him (I use the pronoun him even if my Palkia's nicname is Kira, sort of feminine-ish), although it took me helluva time to raise his happiness (Soothe Bell, contests, carbos, calcium, massage... I have tried almost every trick in the book except the berries).
