This is Steve!
very VERY long story short:
  Cabbies are part of a vast hive mind that has limited reach, so when they exceed that reach they spend the next short time assimilating personality elements and goals from the people around them. Unfortunately for this Cabbie, he was giving a ride to a serial murderer when he was separated from the hive mind.
  While he's never killed anyone on purpose, he is very sinister in nature and really feeds off of people's reactions towards him.
But the serial killer was sniped, and Steve's core was ripped out after he was stabbed with a weapon lined with a venomous type of fuel.
His captors sealed his core in the 'vault' of artifacts away from all sources of energy so he couldn't reform, but they never wiped off the fuel, meaning it ate away at the core for around 1-2 years. When he was finally able to reform, his chest and back are permanently un-whole.
He was able to re-form bc the group keeping him disbanded and power to the cells was disconnected, allowing him to slowly gain power and reform his body. He lured some of the employees back, but after he found out the people they'd been supposed to kill straight-up got abducted, didn't know what to do, and tried to keep the employees around the only way he knew how- by being threatening them and sinisterly manipulative.
Unfortunately, through a series of misunderstandings, one employee thought he'd killed her friend and went after him with the venomous weapons again, hitting him in the shoulder with a dart. The poison, being so close to his core, further damaged his ability to reform and permanently made it so his left arm is just dead. So now, when he reforms he just lops it off.
He's been wandering earth for around 20 years, making a lot of enemies and a few ex-roommates and ex-girlfriends along the way. Rn he's just trying to get enough power to leave the planet but the amount of times he's reformed (almost daily at one point) has seriously damaged his core (and making it so he can't phase through objects).
Another Cabbie saw how bad of a shape he was in and kinda forced him to go to an earth-dwelling alien smeltor, who was able to sort of stabilize him and in the process, helped cure most of the constant pain he'd been dealing with for more than 2 decades.
  so right now he's sort of born again now that he's not in constant pain anymore. He doesn't know what to do with himself!
  and yeah that's where we are with steve atm.

Steve funfacts:
His primary mode of travel is driving on telephone- and power-lines, and his favored source of energy is electrical.
If in direct contact with an electrical source, Steve can recreate his arm using a lace of electricity
His hammer is single-headed, the other side being the type of spike with which you break windows: i.ebayimg.com/images/i/1515505…
His primary color-sheme is puce instead of yellow, meaning that his car is puce too! It's more of a smart car than a taxi at this point: img.pistonheads.com.s3-eu-west…
He wears the fingerless glove that would go on his left hand instead on his right hand
He worked in a haunted house at one point, transforming his Illusion into a torn-up, extremely gorey zombie form every night, reforming afterwards.
