This is Jabun , God of Water, guardian deity of the Zoras, and cleanser of Hyrule's primary source of water, most commonly known by his mortal form, the great whale Lord Jabu-Jabu.
Being the God of Water and father to all aquatic creatures in Hyrule, Jabun is able to take on the form of any such creature to suit his needs or desires. Since Jabun seems to be such an aesthete, he is more likely to take the form of a fish with elegant, flowing fins that move with the water. However, for the sake of status, he is most commonly known by his whale form due mostly to his size and his cleansing powers (unfortunately for him, it is hard to take the image of a tiny fish being revered as a god seriously, and so size is an important factor for such a status).
I don't know why, but I just like this picture a lot. Something about it just clicks with me really well, and so it's probably my favorite of the four so far.
