This one here is Mutio, from the anime OVA series Blue Submarine nº6^^ She's a female nereid(an aquatic hybrid race) that shares a special link with the human main protagonist Hayami through the entire show. She almost doesn't speak a word during all the events of the series but she's so cute and her design is so cool that only that makes her the best character of BS6 by a huge margin xDDDD
