A good rule of thumb about Photoshop filters is: if people can tell you've used a filter, then you're abusing it. I don't remember the name of the filter you used for th ebackground, but forget it! It does not fit the style of your overall composition.
I like the effect you obtained by drawing on top of an existing picture, and it works with your drawings of the flowers, but be careful to harmonize the stroke widths or else it's going ot look very strange. The highlights on the flowers have no place here. Look at the textures inside the sun: those are what you should aim to reproduce with the flowers, not try to make them look plastic-shiny with the highlights.
Also, even though the sun looks good, it doesn't look like the sun. It's neither shiny nor hot-looking, and it certainly shouldn't be abel to get that close to flowers without burning them! Even though this is a drawing and not scientific, the image of the sun as something very hot and shiny is too strongly ingrained in us not to make us react at this proximity. If you don't want to put the sun further I'll udnerstand because the composition is good this way, but at least make it look brighter, more golden than pink.
It looks like you drew only one flower then cloned it. You can get away with it with the large flowers, although I cannot imagine why you can't just draw different flowers. But the small ones make it so obvious they destroy the value of the entire piece and make it look cheap. Do yourself a favor and avoid this kind of shortcut.

I agree with you about the background, the plastic highlights on the flowers [I didn´t use a photo base for them it´s just my style] you got just the right points; but I disagree about the sun color...
Maybe instead of using Lighting effects to give relief to the bg, I´ll use the bump map to distort the whole image to give an impressionist look...
