Okay, I read in one place that Orsinium is in High Rock and I read in another it was between High Rock and Hammerfell. I took a closer look and it does appear to be more in-between. Sorry for the mistake.

True. But I know for a fact Shegorath inhabits the isles and love to take vacation sometimes at the Pelagius Wing in Solitude, Skyrim. But your still right.

That's probably why its in a box on the bottom left, and the map says "The provinces of Tamriel and The Shivering Isles".
