All I found when I tried installing the icons every time with any directions was a window with only these: Computer, User, Network, Recycle Bin (empty) and Recycle Bin (full). I am now really sick of this and have been at it for at least a few hours.

Buh? Are you trying to install other icons through that windows menu? The personalize window menu only lets you change those few settings. For other software you need to make shortcuts for them. I left some instructions in Journal section if you want to scope it out.

Don't know if there is a better way but in my "Windows 7 Manager" I have the option to customize my system icons.

I get the option to customize but it only lets me use icons from C:\Windows\System32\imageres.dll... I tried going to the folder where the icons were and it wouldn't let me use them.

When you choose icons you do get to choose from C:\Windows\System32... but you can also get to "browse" to the folder in which your icons are. In that folder make sure that your icon is in .ico format (not .png, .jpg etc)
