I love how hung up you are over really minor design tweaks. I actually applaud TamarinFrog for doing more then "a tuff of hair"
It's a perfectly logical alteration on a design to give a character it's personality. What you're basically asking is to take away key points of a design that quite clearly illustrate his personality.Β

But you can illustrate his 'personality' just fine without the hideous mutation.
The entire perception of personality can be greatly altered with a little thing called facial expressions.

Either way, you're right, expressions do a lot, you know what helps though? The character's unique traits
It helps push expressions and make them unique for each character.

Personality isn't just limited to facial expressions. It would be boring if everything and everyone looked the same with the occasional eyebrow quirk.
A great deal of a character's personality can be conveyed in their design, an example being that Vincent here has a goofier appearance compared to the "standard" lucario, which reflects off his goofy personality. The "hideous mutation" is just a design quirk, artistic freedom. There is absolutely nothing writen in stone that says you should draw a lucario this way or you're "wrong". That's too silly.
