Well she is jealous so I can compare her to starlight and sunset because they think they do not have what twilight has and in her case most closely to sunset as they're both jealous of Celestia putting twilight over them

With Sunset, she was legitimately trying to do something destructive and did that destructive thing herself. She knows she's doing something major. With Starlight her worst moment was and effect of her ignorance to how many times the Mane 6 had saved Equestria due to living in an isolated village cult. It was a bit dumb on her part not to research them more, but she also KNEW that she was changing time and doing something major. Granted it was more major than she originally thought, but she did think it would have a big change.
With THIS lady it seems she thought "let's have an obviously evil monster kidnap a princess to help me with a LARF." Seriously, atomic bombs pale in comparison to an idiot in a position of power.
