Proto Man wins via scaling from Mega Man who can defeat Sunstar who is the Sungod who can bust Wily Star and he also fought Star Man. But Archie Omega might be able to win via fighting Archie Shadow who is on par with Archie Sonic who can disrupt the fabric of the universe using only his speed.

If Proto Man is allowed to have weapons from games like Mega Man 9/10 or the Power Fighters Arcade game, then he may stand a chance. If not then I think Omega will tear him to shreds since Proto sure as hell can't take the pain.
