No. You don't need to have rules on your work for people to use your textures. I have seen some other textures that have no rules. It is your choice to have rules or not.

I can't understand it how one can forbid using their brushes or textures if they put them out to the Internet in free access and even whether they have a moral right to do so. Could you explain it to me, please?

I don't really know to be honest about the rules thing. I have made two brush sets and the only rule really was to not claim as your own. Though they could if they wanted since the brushes are kind of crappy anyway.
I think the reason people put rules on there work is so people have something to follow. I mean some people feel like they need a set of rules to follow.
I know that some people will say that something is theirs when it is not. Even if I forget to credit because I just post and totally forget if someone asked me who made something if they did I would try to figure out who I used it from.
