Eh.....i forget who came out first....
Mewtwo is based off of Giegue.....or Giygas from Mother 1. Making sense since there from the same company.
Though certain parts of Mewtwos anatomy are most definitely similar to Frieza namely the purple segments on Friezas Body bareing a clear similarity to Mewtwos purple tail that literally is out of place on its body.
But honestly aside from that Mewtwo or its two mega forms bare little resemblence to Frieza.
Mega mewtwo Y being a mewtwo who embraces his namesakes DNA and becomes more Nimble and graceful. Not to mention Feminine.
Y chromosome
Megamewtwo X being a Mewtwo Embracing its Forced Destiny as a War Machine for Team Rocket Leader Giovanni becoming more bulky and Violent and Masculine.
X chromosome
Funny thing is even if its true Frieza's copied Mewtwo aswell.
Frieza is a mutant variant of his spieces.
Just as Mewtwo is Mutated clone of Mew.

I mean, regular Mewtwo is pretty obviously Giegue from MOTHER, and Mega Evolution as a whole is a ripoff of Digimon, so calling them out on that probably makes more sense.

Nope, Mega Mewtwo Y looks nothing like that form of Freeza and the colouring of it's marks aren't dark purple, if you REALLY want to see the ultimate Dragon Ball Z ripped off Mega, look at damn Mega Mewtwo X.

he also has cells general physique, but mewtwo Y looks alot like buu and regular mewtwo looks like frieza so it all seems pretty intentional.

Mhhhh not really, Mewtwo Y looks nothing like Buu, the only similarity is it's tail is on it's head, and Mewtwo looks nothing like Frieza besides such minority tiny similarities like having purple on them, if anything it's only Mewtwo X that looks the part of intentional DBZ ripoff design
