While PreQ is capable of mental overload with Psychic, he doesn't do mind control. He instead puppeteers, meaning that the user is usually conscious whilst PreQ moves them.
In other words, he's not controlling anyone - As he explained to Daven in the previous Flare bit I did, he finds the whole thing so hilarious that he's happy to willingly follow Flare orders, thus not needing to wear mind-control sunglasses like the others.
