I encountered a Lillipup once, and had it use roar, then I moved one square and encountered it again! XD

In tournament play, it seems to draw out my most powerful pokemon... In short: What you didn't want just to have a level disadvantage, but thought it would be a great idea to pull out my level 80 water type when you have a level 40 fire type? =^^=
But in single combat, it drives me nutty!

I know, it's incredibly annoying. I usually just pound those Roar users with my heaviest attacks, even if it's over-over-overkill.
Because remember: There's no such thing as "overkill." There is only "open fire" and "time to reload."

The problem comes in when you're level grinding. If you can't one-hit KO it, ROAR! and it is gone! =^^=

Incredibly annoying, isn't it?
What strategy are you using for level grinding, by the way? Do you go for the easy but lesser exp giving 'mons at a much lower level than the ones you're training, or do you go for the ones about the same level but end up running back into town a lot to restore/revive every few fights? I usually do the latter but sometimes I wonder if I should try the latter.

I guess it depends...
As I'm starting the game, you really have no choice but to level as you go, and stick near the Poke-centers. Rematches with other trainers, and the gym leaders was a good source of cash and XP, but annoyingly difficult in HG/SS.
In HeartGold, once I beat the Elite Four for the first time, they became a treasure trove of cash and XP. (Once my initial team had levelled enough to beat them without incurring major medical fees! What I will do is take my level one Whatevermon, shove the XP share on his little head, then take him to meet the elite four! (Making sure that two of my team have the luck Incense, and Amulet Coin, of course wouldn't wanna miss out on scoring $100,000! ) If you start at level one, the critter will grow to at least 20! Cycle them through again, and you'll almost be at level 40! Now I can take them for the real training at Mt. Silver. The Poke-Center is right in the middle of the tall grass, so healing from damage and status issues is not a problem. I'll put the Shell Bell on the trainee, just to prolong the agony, err, improve training duration! =^.^;
Finally, if you have an electric type, or something that is not susceptible to water, the Good Rod catches level 40 ANYTHING! At my Silver, the lake inside the cave, that will be either a Seaking worth 970 XP, or a Gyrados for 1200! Anyone for fried fish?

But yeah, I did some of those tricks when I played through Silver back when it first came out. I never did realize you could rematch the Elite Four, however, though I think I did rematch a few gym leaders now and again. I have Heart Gold for my DS right now, but I'm stuck training for the last gym, which always ticks me off because it's almost impossible to train anything around that place because all the 'mons are Geodudes and Gravellers with Self-Destruct and THEY USE IT ALL THE TIME.

Yeah, "Victory Road" indeed! =
We gotta get online and do some trades! What is your team? the water and fighting type should have a breeze in Victory Road. Psychic types are fairly effective too, well at least against Geodude and Graveller, their special def STINKS!
For rematches check this link for the regular gym leaders. First you need to get their phone numbers, then you can call them certain days to schedule rematches.
You can fish for level 40 Gyrados at the Lake of Rage if you have the Super Rod. Actually, any body of water will yield a level 40 thing with the Super Rod...
Whe are you online? Maybe we could do some trades? Traded pokemons do get 150% Xp If nothing else they will level faster. My Persian was my first level 100 character!

I'm not sure how to get online, really. Also haven't played my DS in a while. Kinda wish I could trade over some of the pokemon from my Diamond game; that one has all the ones from my Emerald game imported into it as well as all the others.
